Chapter II: Support objects and scope

Chapter III: Support Methods
Article 3 Support the development of leading enterprises in the digital economy. For the new introduction of China software business revenue, China's electronic information, central enterprise digital business headquarters, listed companies and the review of the niche industry leading, landing within three years any one year operating income above 500 million yuan (including), the review can give up to 10 million yuan one-time capital support. Leading enterprises are encouraged to set up new wholly-owned or holding subsidiaries to carry out digital business. If the operating income reaches more than 100 million yuan (including) within three years, the one-time financial support of up to 2 million yuan can be given after evaluation.
Article 4 Support the development and growth of digital economy enterprises. For the enterprises included in the statistical scope above the scale for the first time, one-time capital support of 200,000 yuan can be given, and for the enterprises whose operating income exceeds 100 million yuan (including) for the first time, one-time capital support of 300,000 yuan can be given. For enterprises whose operating income reaches more than 100 million yuan (inclusive) and whose operating income increases by more than 10% (inclusive) compared with the previous year, the annual financial support of up to 10 million yuan will be given according to 10 ‰ of the increment of operating income.
Article 5 digital economy enterprises shall be supported to obtain qualification certification. For the first time or newly introduced national engineering research center, national industrial innovation center, national enterprise technology center and other enterprises, one-time capital support of 5 million yuan will be given. For the first time or the new introduction of Beijing municipal Enterprise Technology Center, Beijing "invisible champion", Beijing Engineering Technology Research Center and other qualified enterprises, a one-time financial support of 1 million yuan will be given. For the first time to obtain or newly introduced national specialized new "small giant", Beijing "specialized new" small and medium-sized enterprises, respectively give 500,000 yuan, 100,000 yuan one-time capital support, the implementation of the gap.
For the enterprises that obtain the qualification of software ability maturity CMM and data management ability maturity model (DCMM) level 5, level 4 and level 3 CMM for the first time, one-time capital support of RMB 500,000 yuan, RMB 400,000 yuan and RMB 300,000 yuan will be given to make up for the difference.
Article 6 Supporting key technology breakthroughs in the field of software. Support enterprises in high-end chip, basic software (operating system, database, development support software), industrial software (CAD / CAE / EDA simulation design software, PLC / DCS / SIS industrial control software, etc.), core algorithm and framework of the key software, products into the first version (time), the first (set), new technology and new products such as directory enterprises, the review can be according to 20% of the research and development cost, up to 5 million yuan one-time financial support. For projects that have led industrial development or disruptive breakthroughs in emerging technologies such as metaspace, cloud computing, big data, artificial intelligence and digital twin, 1:1 and 1:0.5 supporting support will be given according to national and Beijing municipal funds, with the amount of no more than 10 million yuan and 5 million yuan respectively.
Article 7 Support the opening up of the digital economy. Encourage enterprises to open key software field layout, through open platform function and data, provide the development environment and tools, based on RISC-V open instruction set of embedded CPU development, Web mobile development, AI framework, database, cloud native services such as innovative research and development, build a batch of independent controllable open source community and open source products, the review can according to 30% of the actual investment, give up to 10 million yuan one-time financial support.
Article 8 Support the construction of an innovation ecology of digital economy. Support enterprises to carry out relevant platform theory and technology research, strengthen the ability of industrial innovation and development, and give enterprises that build digital economy public technology platform, software industry innovation platform, software and hardware adaptation center and other innovation platforms of up to 10 million yuan to the capital of 30% of the platform service income after evaluation.
Article 9 Supporting the industrial agglomeration and development of the digital economy. For enterprises that lease various kinds of functional housing, such as office, research and development and production, 50% of the rent paid in the previous year, which can be calculated according to the principle of the lower principle between the paid rent and the regional rent guide price.
Article 10 Supporting the financing development of digital economy enterprises. We will support enterprises to land in the multi-level capital market, and provide financial support of up to 10 million yuan to enterprises listed on major stock exchanges at home and abroad. For enterprises that expand their business scale through bank loans or financial leasing, the interest discount will be given according to the one-year bank loan benchmark rate. If the actual interest rate is lower than the one-year bank loan benchmark rate and calculated at the actual interest rate, they can be given a maximum of three years and a maximum financial support of 5 million yuan per year.
Article 11 Supporting the organization of digital economy industry promotion activities. For enterprises that plan and hold major activities such as forums, conferences and competitions in the field of digital economy, as well as training exchanges, project roadshows and theme salons, and promote regional economic development, a one-time subsidy can be given at 50% of the actual cost of the activity after evaluation, and the maximum subsidy for a single activity shall not exceed 1 million yuan.
Article 12. Support the gathering of talents in the digital economy.We will support the cultivation and introduction of academic leaders, technical personnel and senior managerial personnel in the field of digital economy, improve the working mechanism for retaining and serving talents, and guarantee high-end talents in the digital economy with "new international" leading talents, hukou indicators, apartments for talents, and children's enrollment.
Chapter IV Review procedures
Article 13 Project solicitation. Under the guidance of Daxing District Economic and Information Technology Bureau, the Management Committee of Beijing Daxing Economic Development Zone collects related projects from enterprises in Daxing Economic Development Zone every year, and carries out project recommendation, preliminary examination and other related work.
Article 14 Project audit and cash. The Management Committee of Beijing Daxing Economic Development Zone shall take the lead to organize a third-party professional organization to assist in the project evaluation and identification, which shall be published on the website of Daxing District People's Government after the approval in accordance with the prescribed procedures. The publicity period shall not be less than 5 working days. After the end of the public notice period, the project with no objection to the public notice shall be supported. If any unit or individual holds an objection, it shall submit written opinions and relevant evidence within the publicity period. If the time limit is overdue, it shall be deemed to have no objection to the contents of the publicity and will not be accepted.
Chapter V: Supplementary Provisions
Article 15 Supervision and administration. For enterprises with serious problems found in the audit and supervision inspection and illegal declaration or operation activities verified by the relevant departments, the support or subsidy funds shall be returned within a time limit from the date of discovery, and the qualification of relevant illegal enterprises (or project units) to apply for relevant rewards or subsidies according to these Measures shall be cancelled.
Article 16 The Administrative Committee of Beijing Daxing Economic Development Zone shall be responsible for the interpretation of these Measures, which shall be tried out within the scope of Daxing Economic Development Zone as of the date of promulgation. During the period, in case of the adjustment of relevant policies of the state and Beijing Municipality, these measures shall be adjusted simultaneously.
