Interim Measures of Daxing District for Promoting the Development of High precision and Advanced Industries (Revised)
Chapter I: General Provisions
Article 1 In accordance with the spirit of Beijing Development Plan of High-precision and Advanced Industries during the 14th Five-Year Plan Period (No.21,2021) and Beijing Fund Management Measures for the Development of High-tech and Advanced Industries, we will strive to build a system of high-precision and sophisticated industries, implement precise support, introduce and cultivate a number of high-tech and advanced enterprises, and accelerate the formation of industrial agglomeration. These measures are formulated in the light of the actual conditions.
Chapter II: Support Objects
Article 2 These Measures shall support industrial, software and information technology service enterprises that meet the development direction of advanced, sophisticated and advanced industries or make great contributions to the industrial development.
Chapter III: Support Methods
Article 3 Support industrial agglomeration and development. For enterprises that realize industrialization, if they lease all kinds of functional rooms such as office, research and development, production and other functional rooms with legal compliance procedures, the financial support of each year shall be 50% of the guiding price of the rent of the previous year.
Article 4 To support potential enterprises to become bigger and stronger. For the first time, the enterprises outside the prohibited catalogue of the statistical scope above the scale will be given one-time financial support of 200,000 yuan.
Article 5. Support the development and growth of enterprises. For enterprises whose industrial contribution reaches more than 100 million yuan (including) in the previous year, the industrial contribution of the previous year shall be followed [the industrial contribution in these Measures: industrial enterprises shall be calculated according to their output value, and software and information technology service enterprises shall be calculated according to their main business income.3 ‰ of the increment; for the part other than the increment, up to RMB 5 million at 2 ‰.
Article 6 Support the renovation and reuse of old factory buildings. Those who use vacated space and old factories to build advanced manufacturing projects in line with the development direction of regional high, tech and sophisticated industries can be given "flow reward" for construction indicators or financial support of up to RMB 5 million according to 20% of the total investment of the renovation project.
Article 7 Support for enterprise upgrading and transformation. Through intelligent digital transformation and green transformation to achieve the effect of improving production efficiency and saving energy and energy consumption, the maximum financial support of no more than 5 million yuan will be given according to 20% of the total equipment investment of the project equipment.
Article 8 Support enterprises to strive for all kinds of qualification certification. For the qualification recognition of national engineering research Center, national manufacturing innovation Center, national industrial innovation Center, national enterprise technology center, manufacturing individual champion for the first time and promoting regional economic development, a one-time financial support of RMB 5 million will be given. For the first time in the qualification of Beijing Engineering Research Center, Beijing Municipal Enterprise Technology Center, Beijing "Invisible Champion" and promote regional economic development, a one-time financial support of RMB 1 million will be given. For the first time in the last year to obtain the national special and new "little giant" enterprise recognition, municipal special and new small and medium-sized enterprises, respectively give 500,000 yuan, 100,000 yuan one-time capital support, the implementation of the gap.
Article 9 Support the financing of sophisticated enterprises. For enterprises that improved innovation capacity and expanded production capacity through bank loans or financial leasing in the previous year, the interest discount will be given according to the one-year bank loan benchmark interest rate. If the actual interest rate is lower than the one-year bank loan benchmark interest rate and calculated at the actual interest rate, the financial support will be given with a maximum of 5 million yuan per year. State-owned enterprises in the district can participate in the project investment and investment through space, fund and other industrial resources.
Article 10 Ensure supporting services. Focusing on industrial, software and information technology services, we will give full play to the advantages of the "two districts" policies, and actively strive for preferential policies and pioneering demonstrations from relevant national and municipal departments. We will support the construction of platforms for research transformation and innovation, encourage the transformation and implementation of universities, institutes and top expert teams, and provide support in terms of space, fund and application scenarios. Support enterprise talents to apply for "New Guomen" leading talents and outstanding young talents in Daxing District, and provide support to talents, enterprises and institutions in medical services, children's enrollment, enterprise listing and housing security on the premise of meeting the corresponding application conditions according to law and regulations.
Chapter IV Review procedures
Article 11 Project solicitation. The district Economy and Information Technology Bureau shall take the lead in the collection of relevant projects from the whole district every year, and the administrative committee of each town, sub-district and park shall be responsible for the preliminary examination and recommendation of the projects within the jurisdiction.
Article 12 Project audit and cash. The District Economic and Information Technology Bureau shall take the lead in organizing third-party professional institutions or experts to assist in the project evaluation, and publicize the project on the website of the District People's Government in accordance with the established procedures, and the publicity period shall not be less than 5 working days. After the end of the public notice period, the project with no objection to the public notice shall be supported. If any unit or individual holds an objection, it shall submit written opinions and relevant evidence within the publicity period. If the time limit is overdue, it shall be deemed to have no objection to the contents of the publicity and will not be accepted.
Chapter V: Supplementary Provisions
Article 13. Supervision and management. The enterprise promises that the declared project materials are true and effective, and the hidden report, concealment, falsification and breach of commitments will be dealt with in accordance with the law and regulations.
Article 14 If the same project of the same enterprise conforms to other policies and regulations of Daxing District at the same time, it shall be supported in accordance with the principle of no duplication, except as otherwise provided.
Article 15 These Measures shall be valid for three years, starting from the date of promulgation, for trial implementation. The district Bureau of Economy and Information Technology shall be responsible for the interpretation and implementation. During the period, in case of the adjustment of relevant policies of the state or Beijing Municipality, these Measures shall be adjusted simultaneously.
