Interim Measures of Daxing District for Supporting the Development of Commercial Space Industry
Chapter I: General Provisions

Chapter II: Support Objects
Article 2 These Measures shall support the relevant enterprises and private non-enterprise units in the field of commercial aerospace to carry out scientific and technological innovation, achievement transformation and platform construction, etc., so as to promote the high-quality development of the industry.
Chapter III: Supporting content and standards
Article 3. Support the landing and development of enterprises. Within three years from the date of registration, the enterprises outside the prohibited catalogue above the statistical scope for the first time, which have achieved positive growth every year since that year, will be given financial support for three consecutive years, and the maximum annual support fund of each enterprise shall not exceed 10 million yuan.
Article 4 Support industrial agglomeration and development. For enterprises with strong independent research and development ability and key core technologies, which lease office, research and development and production rooms with legal and compliance procedures, a rent subsidy of 50% of the previous year will be given for three consecutive years after evaluation, and the maximum annual support fund of each enterprise shall not exceed RMB 5 million yuan.
Article 5 Supporting the transformation of scientific and technological achievements. Focusing on the industrialization projects in the space field such as rocket, satellite and ground terminal, if the total investment in r & D and production equipment purchased in the previous year reaches more than 10 million yuan (including), the financial support shall be given according to 20% of the total equipment investment, and the maximum annual support fund for each enterprise shall not exceed 20 million yuan.
Article 6 Support the construction of innovation platforms. For the first recognized as the national innovation center, the national key laboratory, the national engineering research center, the Beijing technology innovation center, engineering research center, etc. For the first time in the previous year, the reward is 10 million.
Article 7 Support the participation in the formulation of industry standards. Enterprises or institutions that led the compilation, promulgation and implementation of international standards, national standards, industrial (or group, local and military) standards for commercial aerospace that promote the regional economic development in the previous year will be given one-time rewards of RMB 1 million yuan, RMB 500,000 yuan and RMB 200,000 yuan, 000 yuan respectively.
Article 8 Supporting the development of diversified financing. For enterprises that expanded their production capacity and improved their R & D and innovation capabilities through bank loans or financial leasing in the previous year, the benchmark interest rate of one-year bank loans will be given up to three years, and each enterprise will be given a discount interest support of up to 5 million yuan per year. A special commercial space fund has been set up to support rocket and satellite research and development, final assembly survey, key space components, new materials, testing equipment, and the application of space technology.(Article 5 and Article 8 do not repeat the support)
Article 9 Supporting the construction of public service platforms. Service agencies or enterprises are encouraged to open space and share equipment, and provide public services such as experiment, inspection and testing for commercial aerospace enterprises. The resource provider will be rewarded at 5% of the actual transaction volume of the contract signed in the previous year. The maximum annual support fund of each service agency or enterprise shall not exceed RMB 2 million.(Articles 5 and 9 do not repeat support)
Article 10 Support the reduction of risks of innovative development. For the enterprises that received the municipal commercial space launch premium subsidy in the previous year, 1:1 district-level supporting support will be given according to the municipal policy support quota that they have obtained.
Article 11 Support the development of high-level industry exchange activities. Encourage commercial aerospace enterprises, universities and institutes, and scientific research institutions to jointly initiate the establishment of industrial alliances and industry associations. All kinds of institutions are encouraged to hold international and national industry exchange activities. Enterprises and institutions with great influence and promote regional development will be supported by 50% of the activity expenses of the previous year after evaluation, and the maximum annual support fund of each institution shall not exceed RMB 1 million.
Article 12 Comprehensive service guarantee. Give full play to the advantages of "two districts" policies, and actively strive for policy breakthroughs and demonstration from the relevant national and municipal departments. Support enterprises to apply for the policies of "New Guomen" leading talents and outstanding young talents in Daxing District, and provide precise services to talents, enterprises and institutions in medical services, children's enrollment, financial listing, and housing security according to law and regulations.
Chapter IV Workflow
Article 13 Project solicitation. The district Bureau of Economy and Information Technology will take the lead in soliciting relevant projects from the whole district every year.
Article 14 Project audit and cash. The District Economic and Information Technology Bureau is responsible for organizing third-party professional institutions or experts to assist in the project evaluation, and publicize it on the website of the District People's Government in accordance with the established procedures, and the publicity period shall not be less than 5 working days. After the end of the public notice period, the project with no objection to the public notice shall be supported. If any unit or individual holds an objection, it shall submit written opinions and relevant evidence within the publicity period. If the time limit is overdue, it shall be deemed to have no objection to the contents of the publicity and will not be accepted.
Article 15 Supervision and administration. For enterprises with serious problems found in the audit, supervision and inspection and violating the rules, the units that have obtained policy fund support shall not declare these Measures within three years from the date of discovery, and shall return the funds already obtained within a time limit.
Chapter V: Supplementary Provisions
Article 16 The district Bureau of Economy and Information Technology is responsible for the interpretation, implementation and formulation of detailed rules of these Measures.
Article 17 If the same project of the same enterprise conforms to other policies and regulations of Daxing District at the same time, it shall be supported in accordance with the principle of no duplication, except as otherwise provided.
Article 18 The trial period of these Measures is three years and shall come into force as of the date of promulgation. During the period, in case of adjustment of relevant policies of the state and Beijing, these Measures shall be adjusted simultaneously.
