Chapter I: General Provisions

Chapter 2: Support Objects

Article 2 These Measures shall apply to the scientific and technological enterprises and private non-enterprise units engaged in the field of hydrogen energy to carry out technological innovation, achievement transformation and platform construction, so as to promote the high-quality development of the industry.

Chapter III: Supporting content and standards

Article 3. Support the landing and development of enterprises. Within three years from the date of registration, the enterprise, for the first time included in the statistical scope above the scale, since the year, will provide financial support for three consecutive years, and the maximum annual support fund of each enterprise shall not exceed 10 million yuan.

Article 4 Support industrial agglomeration and development. Enterprises are encouraged to gather together in the Daxing International Hydrogen energy Demonstration Zone. For the enterprise leasing office, R & D and production rooms with legal compliance procedures, and the construction area is below 2000 square meters (inclusive), 100% rent subsidy will be given for three consecutive years from the year of signing the contract; for the construction area is over 2000 square meters, the rent subsidy will be given at 50% after evaluation. The maximum annual subsidy of each enterprise shall not exceed 5 million yuan.

Article 5 Supporting the transformation of scientific and technological achievements. If the total investment of r & d and production equipment newly purchased by the enterprise in the previous year reaches more than 10 million yuan (including), the financial support shall be given according to 20% of the total equipment investment, and the maximum annual support fund of each enterprise shall not exceed 20 million yuan.

The parts production and research and development enterprises whose products are listed in the national fuel cell vehicle Demonstration Urban cluster key parts catalog will be given financial support according to 30% of the state incentive funds.

Article 6 Support the construction of innovation platforms. The award of RMB 10 million. RMB 1 million and RMB 500,000 shall be awarded for the previous year.

Article 7 Support and lead the major subject research and standard compilation. For the enterprises or institutions leading the national major science and technology projects or national natural science fund and other projects, promoting regional development and support 30% of the self-raised funds at the project conclusion, and the support fund for a single project shall not exceed 1 million yuan; for the enterprises or institutions leading the provincial (municipal) natural science fund, the support fund shall not exceed 500,000 yuan.

For enterprises or institutions that lead the compilation of international standards, national standards, industrial (or group, local and military) standards and issued, and promote regional economic development, they will be given 1 million yuan, 500,000 yuan and 200,000 yuan respectively.

Article 8 Supporting the financing development of enterprises. Enterprise last year for production, research and development and other normal business activities to apply for bank loans or financing lease, and according to the contract loan purposes or application to financing lease project actual use, according to the one-year bank loan benchmark interest rate, the highest does not exceed three years, a year does not exceed 5 million yuan of interest support, discount interest rate will be subject to the actual, not higher than the bank loan benchmark interest rate over the same period last year.(Article 3 and Article 6 do not enjoy enjoyment)

Article 9. Support the coordinated development of upstream and downstream enterprises. For enterprises in the previous year purchasing fuel cell auto parts products annual accumulative purchase amount of 10 million yuan (including), in 2022,2023,20,2024,2025, respectively by the annual purchase amount of 5%, 5%, 3%, 3% to purchase enterprise financial support, each enterprise annual support does not exceed 10 million yuan.

For enterprises that purchase fuel cell key components and equipment and apply it to demonstration scenarios such as comprehensive application of hydrogen energy, and the annual cumulative purchase amount reaches more than 10 million yuan (inclusive), financial support shall be given according to 5% of the reviewed annual purchase amount, and the maximum annual support fund of each enterprise shall not exceed 10 million yuan.

Article 10. Support the promotion and application of vehicles. Encourage and support policy breakthroughs and pilot trials in right of way and high-speed charging, encourage new and updated municipal engineering vehicles to give priority to the use of fuel cell vehicles, and encourage the addition or replacement of vehicles in logistics, unloading, traction, sanitation, tourism, commuting into fuel cell vehicles.

Support enterprises to purchase fuel cell vehicles, and financial support will be given to the fuel cell vehicles purchased by enterprises during the demonstration period of fuel cell vehicle demonstration city cluster according to 40%, 30%, 20% and 10% of the national incentive fund standards respectively.

Support enterprises to purchase fuel cell forklifts and other vehicles, and provide financial support to 10% of the fuel cell forklifts and other means of vehicles purchased by enterprises in the previous year, with the maximum support fund for each vehicle not exceeding 50,000 yuan.

For enterprises engaged in efficient transportation of vehicle hydrogen, financial support shall be given at 20% of the total purchase cost of hydrogen transport vehicles, and the maximum annual support fund of each enterprise shall not exceed RMB 5 million.

Article 11 Support the efficient operation of vehicles. Encourage the development of capacity platform, support enterprise application of fuel cell vehicles engaged in transportation business, to meet the average bicycle with hydrogen mileage conditions, for heavy trucks, light general trucks, light cold chain trucks, medium and large passenger cars, sanitation car, a total of 5 class models, according to the vehicle annual cumulative with hydrogen mileage give financial support, each car support funds shall not exceed 50000 yuan, 30000 yuan, 30000 yuan, 20000 yuan, 20000 yuan.

Article 12 Support the development of high-level industry exchange activities. Encourage hydrogen enterprises, university institutes and scientific research institutions to jointly initiate industry alliances and industry associations; encourage all kinds of institutions to hold international and national industry exchange activities. If those have great influence and promote regional development, support will be given by 50% of the activity funds of the previous year, and the maximum support funds of each institution shall not exceed 1 million yuan per year.

Chapter IV Workflow

Article 13 Project solicitation. The district Bureau of Economy and Information Technology will take the lead in soliciting relevant projects from the whole district every year.

Article 14 Project audit and cash. The District Economic and Information Technology Bureau is responsible for organizing third-party professional institutions or experts to assist in the project evaluation, and publicize it on the website of the District People's Government in accordance with the established procedures, and the publicity period shall not be less than 5 working days. After the end of the public notice period, the project with no objection to the public notice shall be supported. If any unit or individual holds an objection, it shall submit written opinions and relevant evidence within the publicity period. If the time limit is overdue, it shall be deemed to have no objection to the contents of the publicity and will not be accepted.

Article 15 Supervision and administration. For enterprises with serious problems found in the audit, supervision and inspection and violations of the inspection, the units that have obtained policy fund support shall not declare these Measures within three years from the date of discovery, and shall return the funds already obtained within a time limit.

Chapter V: Supplementary Provisions

Article 16 The district Bureau of Economy and Information Technology is responsible for the interpretation, implementation and formulation of detailed rules.

Article 17 If the same project of the same enterprise conforms to other policies and regulations of Daxing District at the same time, it shall be supported in accordance with the principle of no duplication, except as otherwise stipulated.

Article 18 These Measures shall come into force as of the date of promulgation and end on August 12,2025. In case of the adjustment of relevant policies of the state and Beijing Municipality during the implementation period, these measures shall be adjusted simultaneously. The original Notice of The People's Government of Daxing District of Beijing on Printing and Issuing the Interim Measures of Daxing District for Promoting the Development of Hydrogen Energy Industry (No.23,2020) shall be abolished.
