Interim Measures for the Administration of Security Housing for Industrial Talents in Daxing District
In order to further optimize the business environment of Daxing District, effectively strengthen the support for housing security for industrial talents, and promote the high-quality development of industries, these Measures are formulated in accordance with the Guiding Opinions on Promoting High-quality Development of Industry in Daxing District (No.22,2022) and relevant regulations and in light of the actual conditions of the district.
Chapter I: Basic Principles
Article 1 The term "industrial talents" as mentioned in these Measures refers to the personnel working in Daxing District organizations with great social contribution, high scientific and technological content and strong industry leadership.
Article 2 The term "affordable housing for industrial talents" as mentioned in these Measures refers to the affordable residential housing available in Daxing District.
Article 3 The distribution and management of affordable housing for industrial talents shall follow the principles of government leading, fairness and justice, only renting, not selling, and recycling.
Chapter II Application conditions and rental allocation procedures
Article 4 The applicant shall take his family as the unit. Application family members include the applicant, spouse and minor children. If both the husband and wife meet the application requirements, one party shall apply. The applicant family must also meet the following conditions:
(1) The unit the applicant belongs to shall produce and operate in Daxing District in accordance with the regulations;
(2) The applicant shall sign a formal labor contract with the employer and be employed;
(3) The applicant and his / her family members have no housing in the district and do not rent the city's social security housing or receive rental subsidies through other means.
Article 5 In principle, the social security housing for industrial talents shall be allocated in the way of registration and renting, and the leasing procedures are as follows:
(1) Carry out intention registration
Beijing Daxing District Emerging Industry Promotion Service Center (hereinafter referred to as the "District Industry Promotion Center") regularly carries out the intention registration work every year. Each organization shall report the intention to the territory according to the requirements, and report the territory to the district production promotion center after preliminary examination.
(2) Formulate the rent allocation plan
The district production promotion center will make a comprehensive score for the intention registration units, and formulate the rent allocation plan based on the housing supply reserve situation, which will be implemented after approval by the district government.
(3) Organize the declaration of rent allocation
According to the leasing scheme, the territory shall collect the information of the personnel to be rented from the intention registration unit, and report it to the district production promotion center after preliminary examination.
(4) Audit the qualification and rent allocation
The district production promotion center takes the lead in the joint examination of the information of the proposed rental units and personnel. After the approval, the housing operation and management unit will organize the rental, signing and check in.
Chapter III Lease Management
Article 6 The rent guarantee standard for industrial talents shall be determined in accordance with the market rent level lower than that of the housing in the same location and of the same type of housing, and shall be adjusted dynamically.
Article 7 The housing operation and management unit, the lessee and the lessee sign the lease contract, and the lease term shall not exceed three years in principle. If the lessee has the intention to renew the lease, it shall register the intention of the renewal of the lease according to the requirements of the annual lease allocation notice. If the conditions for the renewal have been met after examination and verification, the housing operation and management unit shall handle the renewal of the lease.
Article 8 The lessee shall be responsible for the management of the lessee; if the lessee no longer falls within the scope of application of these Measures, it shall inform the housing operation and management unit in writing within 10 working days from the date of the change, and cooperate with the lease cancellation procedures.
Article 9 If the lessee withdraws the lease due to resignation, retirement or other reasons and the house is still within the lease term of the lessee, the lessee may determine a new lessee, handle the contract occupancy formalities after the examination and approval by the district Production promotion center, and extend the remaining term of the original lease.
Chapter IV Supervision and Administration
Article 10 The housing operation and management unit shall be responsible for the daily operation and management of the social security housing for industrial talents.The district production promotion center takes the lead to regularly review the qualification of the lessee and the lessee. If the lessee fails to pass the review, it should withdraw from the industrial talent social security housing within the prescribed time limit.
Article 11 If the lessee or the lessee has made false report, concealment, defrauded or fails to normally perform the contract in accordance with the lease agreement in the process of application or lease, the lease allocation qualification shall be cancelled and the housing supply shall be recovered after verification. If the circumstances are serious, the lessee or the lessee shall not apply for renting again within 5 years.
Article 12 If the lessee needs to withdraw from the social security housing for industrial talents within a time limit due to various reasons, the housing operation and management unit shall give a turnover transition period of no more than 2 months according to the specific circumstances.
Chapter V: Supplementary Provisions
Article 13 Matters not covered in these Measures shall be governed by other relevant provisions of this Municipality and district.
Article 14 The district production promotion Center shall be responsible for the interpretation of these Measures.
Article 15 These Measures shall be tried out for three years from the date of promulgation, and the Interim Measures for the Administration of Supporting Public Rental Housing for Industrial Development in Daxing District (No.22,2019) shall be abolished at the same time.
